Mumbai: A Bill titled “Parliamentarians Education Bill 2015″ was passed by both houses unanimously today. The Bill aims to optimally utilize the precious time of Indian MPs.
The Bill paves way for companies like Thomas Cook and Cox & Kings – India’s leading holiday & tour packages operators to offer Indian MPs holiday educational tour packages during the period when the houses are in session and the parliamentarians are free from any work due to boycotts.
Parliament under the new law
The companies have already put up a proposal for funding of these tours by to the government under the provisions of this Bill.
A K Buddhiraja, Vice President, Marketing of the firm explained, “We have an opportunity here as 800 MPs PAX are available idle three times a year for 20-40 days. They form a tour group naturally. All that is required on their part is to pre-plan in advance and properly schedule their boycotts for the forthcoming session”.
“With so many objections, we have no hope on the passage of GST Bill anytime soon so the first such batches can leave for exotic locations like Switzerland, Sweden, Thailand, USA, Brazil, South Africa and New Zealand to study GST in these countries during the boycotts in budget session in February”, Gyan Prakash, an MP from Jharkhand confided hopefully to this correspondent.
The newly passed law has special provision for mandatory passing of travel bills raised by the company in respect of MPs tours within 10 days without any objections.
“A special task force has been created in our party to identify legitimate sounding reasons to justify boycotts as well as to identify new subjects for MP education at newer locations”, an MLA from Karnataka who had faced flak earlier for being part of such a tour told Faking News as he winked notoriously, “no one can point fingers at us after passage of this law”.
“If at all some laws need be enacted urgently during last days of a parliament session, members can give their assent on Whatsapp from wherever they are educating themselves”, Preeti Khandelwal, P R O at the Parliament secretariat told Faking News.
“The necessary amendments to the procedures for inclusion of Whatsapp as a forum for parliamentary debate is underway”, she added.
