CEC announces model code of conduct for Award Wapsi and intolerance debates for 2016

New Delhi. In a free wheeling chat with Faking News reporter, the Chief Election Commissioner of India outlined a slew of, what he called path breaking measures to improve participation in the Electoral process. He explained that this has nothing to do with the forthcoming elections in Assam, T.Nadu, W.Bengal etc, and any such coincidence is only incidental and an act of God.

Giving the background of the proposal, the CEC said that soon after the Bihar elections many political parties complained that the BJP was the undue beneficiary of free and unlimited publicity in TV channels, print media and social media fueled by Award Wapsi and intolerance debates.
After many round of meetings with political parties, TV anchors and press journalists a Model Code of Conduct has been evolved for Award Wapsi and intolerance debates for the year 2016. The exact dates and schedule will be announced in due course.

The salient features are:
1. Nobel prize, Oscars, Grammy awards, Booker prize, Miss Universe titles and other such foreign funded awards are barred under Award Wapsi code of conduct.

2. Similarly Olympic medals, Asiad medals and Commonwealth Games will not qualify for Award Wapsi. The only exception would be the medal winners in CWG 2010 held in Delhi.

3. Only National and State awards like Padma awards, Sahitya Academy, Rajyotsava, Kalai Mamani etc. will be considered for Award Wapsi.

4. The awards should be at least two years old to qualify for Award Wapsi.

5. The award winner can return the award only once and can use it only against one party of their choice. Recycling of awards and using it against two parties is prohibited.

6. An awardee who holds two or more awards can return all the awards or retain some as per his choice. However a maximum of only 3 awards can be returned by any individual in one calendar year.

7. All Award wapsis have to file an affidavit listing their awards, cash amount and the parties against whom they wish to return the awards.

8. Award Wapsis holding Padma Bhushan and Sahitya Academy awards will be entitled to 30 minutes of free talk time with Barkha Dutt on NDTV . Other award wapsis will be entitled to 15 minutes free talk time with Rajdeep or Sagarika on India Today.

9. For the benefit of those Award Wapsis residing in remote areas, Rahul Kanwal will visit them in his Wapsi Express.With folk music and /or folk dances in the background, the Award Wapsis can have their say.

10. Those who have lost their awards in the Chennai floods can send a 6” x 10” size Amma sticker mentioning the details on the reverse. These stickers will be treated as original awards.

11. Those who are awaiting their awards and unable to bear such intolerance can participate in intolerance debates either on a one to one basis with Bhupenra Chaubey on CNN IBN for 10 minutes or with Arnab and 10 others simultaneously on Times Now for two hours.

The CEC hoped that the model code of conduct for Award Wapsi and intolerance debates will be become a model law one day and expressed confidence that Parliament will pass this law soon after it passes the GST bill. He claimed that this will ensure a level playing field for all parties, TV channels and social media.
